CEC Rajiv Kumar announced that Maharashtra Assembly Elections will take place on November 20, Jharkhand to go to polls in two phases – November 13, and 20 respectively
In a significant development for Indian politics, the Election Commission of India (ECI) has announced the election dates for the Maharashtra and Jharkhand assemblies, setting the stage for a pivotal electoral battle in 2024. Chief Election Commissioner (CEC) Rajiv Kumar unveiled the schedule, indicating that Maharashtra will vote on November 20, while Jharkhand will hold its elections in two phases on November 13 and 20. The results for both states will be announced on November 23.
Election Timeline and Context
The decision to hold elections in these two states comes after careful consideration of various factors, including the current political landscape and previous election timelines. The term of the Maharashtra Assembly is set to end on November 26, and Jharkhand’s term will conclude on January 5, 2025. Interestingly, the Maharashtra elections were delayed due to security requirements tied to the Jammu and Kashmir assembly elections, highlighting the complexities involved in managing multiple state elections simultaneously.
Additional Elections Scheduled
In addition to the assembly elections, the ECI has scheduled a by-election in Wayanad on November 13. This by-election, along with the assembly polls, will also see the ECI conducting elections for three Lok Sabha seats and at least 47 assembly seats that are currently vacant, making this a crucial period for political parties to consolidate their positions.
Concerns Over Voter Engagement
During the announcement, CEC Rajiv Kumar raised alarms about urban apathy in voter turnout, particularly in metropolitan areas. He pointed out the dismal turnout in regions like Colaba, which saw only a 40% voter participation during the recent Lok Sabha polls. “This is not a good sign for a state with a large urban population,” he stated. Kumar emphasized the need for initiatives to encourage higher voter turnout and engagement, especially in affluent localities where turnout has historically been low.
Election Commission’s Measures for Transparency
The ECI has reiterated its commitment to ensuring free and fair elections, outlining a series of measures to enhance the credibility of the electoral process. CEC Kumar addressed concerns regarding electronic voting machines (EVMs), confirming that strict protocols are in place to ensure their integrity. He mentioned receiving 20 complaints regarding EVMs, emphasizing that every stage of the voting process involves representatives from political parties to ensure transparency.
Kumar also criticized the media’s practice of broadcasting exit poll results prematurely, suggesting that such actions create distractions and potentially mislead voters. “These leads should not be aired until the counting has commenced,” he asserted.
Voter Assistance Initiatives
To facilitate smoother voting experiences, the ECI is launching a voter helpline app designed to help voters locate their polling booths and available facilities. In addition, the C-Vigil app will enable citizens to anonymously report any electoral malpractices, with a promise of action within 90 minutes.
Moreover, to address long wait times at polling stations, the ECI has arranged for seating facilities in queues, particularly for elderly and disabled voters, who can still cast their votes from home using Form 12 D.
Political Preparations and Strategies
As the electoral date approaches, political parties are ramping up their preparations. The Congress party has taken proactive steps by appointing senior observers to oversee the elections in both Maharashtra and Jharkhand. Notable leaders, including Ashok Gehlot and Sachin Pilot, have been assigned to specific regions, indicating the party’s commitment to making significant inroads in these critical states.
Focus on Security and Fair Play
The ECI is also focusing on stringent security measures to combat the influence of money in politics. Security checks will be intensified at airports and other points to deter the movement of illicit funds during the election period. Kumar stated, “We will do everything necessary to ensure a level playing field for all parties.”
The announcement of election dates for Maharashtra and Jharkhand marks a critical juncture in Indian politics, with potential implications for the upcoming general elections. As both states gear up for the polls, the emphasis on voter engagement, transparency, and security will be pivotal in shaping the electoral landscape. Political parties are expected to intensify their campaigns, vying for the trust of the electorate, while the Election Commission remains committed to facilitating a smooth and fair electoral process. With the stage set, all eyes will be on November 13 and 20 as voters head to the polls.
